EU Launches Call for Cross-Border Energy Community Pilot Projects

The European Commission's Directorate-General for Regional Policy (DG REGIO) has officially launched a call for proposals aimed at fostering sustainable energy cooperation in border regions across Europe. This initiative, known as the Cross-Border Energy Communities (CBECs), is jointly managed by the Association of European Border Regions (AEBR) and the Mission Opérationnelle Transfrontalière (MOT). The call, which opened on July 10, 2025, will remain active until November 21, 2025, inviting applications for funding up to €15,000 per project.

The CBECs initiative is designed to support the establishment and development of energy communities that transcend national boundaries. It aims to help local actors navigate the legal, technical, and administrative hurdles often faced in cross-border collaborations. As highlighted in the Handbook on Cross-Border Energy Communities, tailored guidance and financial assistance will be provided through the initiative, which emphasizes the importance of local engagement in transitioning to sustainable energy solutions.

Eligible applicants include cross-border entities such as European Groupings of Territorial Cooperation (EGTCs), Euroregions, local and regional authorities in border areas, citizen cooperatives, associations, and small and medium-sized enterprises (SMEs) with relevant projects at any development stage. This approach aligns with the European Commission’s broader objectives outlined in the European Green Deal, particularly in enhancing territorial cohesion in regions facing unique cross-border challenges.

According to Dr. Anna Müller, a researcher at the European Institute of Innovation and Technology, “The establishment of quasi cross-border energy communities is pivotal in achieving energy independence and sustainability across Europe.” The initiative is expected to build a community of practice by sharing knowledge, showcasing successful implementations, and promoting replicable models throughout the continent.

The call for proposals not only aims to encourage innovative energy solutions but also to strengthen collaboration among regions and countries in addressing climate change. By facilitating cross-border cooperation, the European Commission hopes to enhance energy security and promote economic development in border regions.

Interested parties are encouraged to explore the LICHT methodology developed by REScoop.eu, which is integral to the project’s framework.
