EU Launches New Energy Platform to Boost Security and Decarbonisation Efforts

On July 2, 2025, the European Commission unveiled a comprehensive initiative aimed at enhancing energy security and facilitating the transition to a low-carbon economy. The newly established EU Energy and Raw Materials Platform serves as a digital marketplace designed to support European companies in securing critical resources, particularly in the context of the EU's ambitious 2030 renewable hydrogen targets.

This platform is a significant step in the EU's broader strategy to reduce dependency on fossil fuels and achieve climate neutrality by 2050. According to Garrett Monaghan, a renewable energy expert at Pinsent Masons, the hydrogen mechanism will not only bolster security of supply but also assist in the decarbonisation of sectors where reducing carbon emissions poses considerable challenges. Monaghan stated, "The mechanism will enhance security of supply while also enabling the decarbonisation of sectors such as industry and transport where reducing carbon emissions is both difficult and urgently needed."

The platform's hydrogen mechanism is designed to match suppliers of hydrogen and its derivatives—such as ammonia, methanol, and electro-sustainable aviation fuel—with offtakers. This initiative builds upon the success of the AggregateEU platform, which has facilitated similar objectives within the gas market. The platform will also offer various services, including access to financing solutions and the collection of market data to better assess supply and demand dynamics.

In addition to hydrogen, the European Commission plans to introduce other mechanisms to further enhance resource security. These include a raw materials mechanism that will aid industries in securing access to essential minerals and metals, as well as a gas mechanism aimed at transitioning away from natural gas towards renewable alternatives like biomethane.

The platform is expected to play a crucial role in addressing infrastructure needs related to hydrogen transport and storage, providing a foundation for long-term partnerships among companies of all sizes, from energy producers to industrial consumers. Stakeholders are encouraged to register on the platform and participate in its initiatives, with the first round of supply and demand matching scheduled for September 2025.
