Eurostar, the operator of high-speed rail services through the Channel Tunnel, has called on the UK government to adopt a "credible long-term strategy" for international rail travel to protect its investments and maintain its competitive edge. This appeal comes as the Office of Rail and Road (ORR) prepares to make a critical decision that could potentially dismantle Eurostar's 30-year monopoly on passenger train services through the Channel Tunnel.

The urgency of Eurostar's request arises from concerns that allowing new competitors into the existing rail infrastructure could jeopardize planned expansions, including the acquisition of 50 additional high-speed trains and the introduction of new routes to major European cities like Frankfurt and Geneva. According to Eurostar's General Secretary, Gareth Williams, the company is poised for growth, emphasizing that demand for sustainable travel is at an all-time high.

"We believe there is an incredible opportunity to grow international rail. The UK cannot afford to fall behind in this competitive landscape," Williams stated, highlighting the potential for increased job creation and economic growth through expanded rail services.

Currently, several entities, including Virgin Group and a partnership between Italy's FS Italiane and Spain's Evolyn, are vying to challenge Eurostar’s dominance by seeking access to the Channel Tunnel's rail facilities. However, Eurostar maintains that the only operational depot capable of accommodating high-speed trains in the UK, located at Temple Mills in East London, is already full. The company argues that accommodating new operators would require substantial investment and could disrupt existing services. According to a communication from Eurostar to the ORR, the company insists that the regulator should not rush to decisions regarding depot space sharing until a comprehensive strategy is laid out for new facilities.

The ORR has expressed confidence that there is capacity at the Temple Mills depot and has invited proposals from potential competitors. However, Eurostar's plans for expansion are contingent upon maintaining exclusive access to these facilities. Recent data indicates that Eurostar experienced a 5% increase in passenger numbers last year, reaching 19.5 million travelers. This growth has been bolstered by new agreements between the UK and Germany and Switzerland to facilitate direct rail routes.

In light of these developments, Eurostar's position remains that the ORR should adopt a long-term vision that supports the expansion of new depots, which would benefit not only Eurostar but also any emerging competitors in the rail industry.
