Bacolod City, Philippines—In a recent report, the Bacolod City Health Office (CHO) confirmed the detection of 16 new cases of human immunodeficiency virus (HIV) infection during the months of January and February 2025. This alarming statistic represents a significant portion, specifically 38 percent, of the total 42 HIV cases recorded in Negros Occidental and its neighboring provinces during the same period.

The announcement was made by Executive Assistant Jonathan Diaz during an HIV awareness campaign held in Barangay Handumanan on July 18, 2025. Diaz emphasized the critical nature of the situation, stating, “The data from the Department of Health underscores the urgency of the City's expanded prevention strategy.”

In response to the rising infection rates, Bacolod City has initiated an extensive awareness campaign aimed at educating the public about HIV and its prevention. This campaign is part of a broader strategy to combat the increasing incidence of HIV infections across Negros Island. The city government has allocated a budget of P500,000 for annual prevention efforts, which will enhance testing capabilities and facilitate the establishment of a dedicated healthcare hub for treatment and counseling services.

According to the Department of Health, Negros Occidental has seen a concerning rise in HIV cases, prompting local health officials to mobilize resources and engage with community leaders. Barangay Captain Febe Legaspi from Handumanan has pledged to replicate the outreach model utilized in the pilot program, which involves mobilizing health workers and youth advocates across Bacolod’s 61 barangays.

Dr. Maria Lopez, a public health expert and researcher at the University of the Philippines, noted that “community engagement is essential for effective HIV prevention. It is crucial to destigmatize HIV care while promoting awareness and education.” This sentiment is echoed by the local government, which aims to foster an environment conducive to open discussions about HIV and its implications.
