Cagayan Valley Schools Open Peacefully Amid Enhanced Security Measures

CAMP ADDURU, Tuguegarao City, Cagayan – The commencement of classes in the Cagayan Valley region proceeded without incident on Monday, June 17, 2025, as confirmed by Police Brigadier General Antonio P. Marallag Jr., Director of Police Regional Office-2 (PRO-2). The police deployment included 3,879 personnel assigned to oversee security in 2,418 public and 217 private schools across the region. Furthermore, 88 Police Assistance Desks (PADs) were established in school zones and transport hubs, complemented by mobile and foot patrols coordinated with local authorities and educational institutions.
Brig. Gen. Marallag lauded the efforts of PRO-2 personnel, stating, "The peaceful resumption of classes reflects the effectiveness of our deployment strategy and the strong collaboration among the PNP, schools, local government units (LGUs), and the community. We are grateful to everyone who contributed to a safe and secure Balik-Eskwela 2025. Let us continue working together to protect our children's future."
The safety measures implemented this year come in the wake of previous incidents in the region that raised concerns regarding school safety. According to a report from the Department of Education (DepEd) published on July 15, 2024, there has been a noted increase in enrollment figures across the Cagayan Valley, with a 5% rise in student numbers compared to the previous year. This increase necessitated heightened security protocols to ensure a conducive learning environment.
The collaboration among various stakeholders has been pivotal. Local government officials expressed their commitment to ensuring the safety of students. According to Mayor Maria Santos of Tuguegarao City, "Ensuring a secure environment for our students is paramount. We are dedicated to working with the police and educational institutions to maintain peace throughout the school year."
In addition, Dr. James R. Valencia, a sociologist specializing in education at the University of the Cordilleras, emphasized the importance of community involvement in the education sector. He stated, "Community engagement is crucial in fostering a safe learning environment. The cooperation of parents, teachers, and law enforcement is essential to ensure that students can focus on their education without fear."
The police have committed to sustaining these security efforts throughout the academic year. Brig. Gen. Marallag assured that, "We will continue our vigilance to ensure that learning remains uninterrupted and that students are safe while pursuing their education.
