LTO Official in Catbalogan Faces Suspension Over Vehicle Transfer Allegations

On June 30, 2025, the Land Transportation Office (LTO) announced a 90-day preventive suspension of a supervising transportation regulation officer in Catbalogan City, Samar, due to alleged involvement in the illegal transfer of vehicle ownership. This action is part of ongoing administrative charges related to the facilitation of an illicit transfer concerning a sedan that occurred in January of the same year.
LTO Chief, Assistant Secretary Atty. Vigor Mendoza II, stated that the suspension is a necessary measure, highlighting that the officer’s position could allow for undue influence over potential witnesses and the possibility of tampering with evidence. The suspension will take effect immediately upon receipt of the order, as per the official notice issued by the LTO.
“The case is under investigation, and we assure the public that we will not tolerate illegal activities—if proven true,” Mendoza remarked, reinforcing the agency's commitment to transparency and accountability. He also noted that the employee in question could face serious charges such as Gross Neglect of Duty and Conduct Prejudicial to the Best Interest of the Service if the allegations are substantiated.
The LTO has been under scrutiny following various incidents of misconduct, including recent reports involving drunk driving and other forms of corruption. This step towards accountability aligns with the LTO’s and the Department of Transportation’s (DOTr) pledge to conduct more rigorous crackdowns on erring officials. Mendoza emphasized, “We are determined to ferret out the truth in these matters.”
In response to the situation, the complainant has submitted LTO documents that purportedly disprove the allegations regarding the questionable transaction. The verification of these claims will be crucial as the investigation unfolds, ensuring that justice is served and that public trust in the LTO is maintained.
Historically, the LTO has faced numerous challenges related to corruption and inefficiency. A report by the Commission on Audit (COA) in 2022 highlighted systemic issues within the LTO, revealing a pressing need for reform and oversight to enhance operational integrity.
As the investigation progresses, the implications of this case extend beyond just the individual officer. It raises significant concerns regarding oversight within the LTO and the broader context of governance in the Philippines, especially within agencies tasked with enforcing transportation regulations. The integrity of such institutions is critical, not only for public confidence but also for the effective implementation of transportation policies that serve the citizens.
The outcome of this investigation could serve as a precedent for future actions against misconduct within the LTO and similar agencies, aiming to restore faith in public service and governance. Stakeholders, including citizens and policy advocates, will be watching closely to see how the LTO handles this situation and the measures taken to prevent such occurrences in the future.
