MANILA – The Mines and Geosciences Bureau (MGB), under the Department of Environment and Natural Resources (DENR), has issued a warning to local government units (LGUs) and communities in Luzon to remain vigilant for potential rain-induced landslides and flooding as a low-pressure area (LPA) intensifies the southwest monsoon, or habagat. The advisory was released on July 3, 2025, following the detection of the LPA approximately 140 kilometers east-northeast of Aparri, Cagayan.

The MGB's Geohazard Advisory 1, disseminated via social media, identifies 252 barangays across 12 provinces as being at heightened risk for landslides and flooding from July 3 to 6. Additionally, 412 barangays in Metro Manila have also been flagged due to their susceptibility to severe weather impacts. The advisory highlights that the expected rainfall could be particularly intense in mountainous regions, further aggravating risks in areas already saturated from prior rainfall.

According to the latest weather bulletin from the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA), regions including Cagayan, Batanes, and various provinces in Luzon are projected to experience heavy to intense rainfall. PAGASA emphasized that rainfall amounts may be higher in elevated terrains, which could lead to rapid runoff and increased flooding risks.

Dr. Maria Elena Cruz, a climatologist at the University of the Philippines, explained the significance of the advisory: "Given the current atmospheric conditions and the preceding heavy rains, it is crucial for communities in the affected areas to prepare adequately. The soils are already saturated, which heightens the risk of landslides and flash floods." In regions such as Cagayan and Isabela, more than 200 barangays have been specifically identified by the MGB as vulnerable, necessitating immediate action from local authorities.

The MGB has urged Disaster Risk Reduction and Management Councils at various governance levels to activate emergency preparedness protocols. This includes monitoring weather updates and being ready to issue evacuation orders if conditions worsen. The advisory cautions that urban areas like Metro Manila are particularly susceptible to severe flooding due to inadequate drainage systems and high surface runoff, with lower threshold values for rainfall triggering flood alerts.

The MGB advisory also notes that even barangays not specifically listed as high-risk should remain alert for sudden changes in weather forecasts. Residents are encouraged to utilize resources such as the GeoriskPH HazardHunterPH tool to assess potential geohazards in their vicinity.

As communities brace for the forecasted rain, local officials stress the importance of public awareness and compliance with safety measures. "We cannot underestimate the power of nature, especially in a period of heightened rainfall activity," stated Jonathan Reyes, spokesperson for the National Disaster Risk Reduction and Management Council (NDRRMC). He further urged citizens to heed local warnings and prepare for potential evacuations to ensure their safety during this critical weather event.
