Bier, a graduate of the University of California, Berkeley, gained prominence through the development of youth-centric applications such as tbh, which allowed high school students to engage in anonymous polling. This app was acquired by Meta in 2017. More recently, his compliments-focused app Gas was purchased by Discord following its rise in popularity among U.S. app downloads. Drew Benvie, CEO of social media consultancy Battenhall, remarked on Bier's potential impact, stating, "Getting that knack for what consumers want, particularly Gen Z users, is precisely what X needs right now to turn things around."

Despite his achievements, Bier's methods have not been without controversy. Reports indicate that his previous app tbh employed tactics that some viewed as manipulative in targeting teenage users. According to a 2018 Buzzfeed article, a memo revealed that tbh's founders discussed using psychological strategies to boost user sign-ups by leveraging social media platforms like Instagram.

As Bier steps into his new role, he expresses optimism about X's future, referring to it as "the most important social network in the world." He aims to enhance the platform's functionality by utilizing its generative AI chatbot, Grok, to curate more relevant content for users. Musk, in March 2024, reported that X had over 600 million monthly active users, but a Pew Research Center study from December 2023 indicated a decline in U.S. users from 23% in 2022 to just 17% in 2023.

This appointment occurs amid an ongoing talent war in the tech industry, with companies vying for top engineers to lead AI advancements. Mark Zuckerberg recently announced a new "superintelligence" team at Meta, reportedly offering lucrative compensation packages to attract talent from competitors, including OpenAI.
