DSWD and Local Government Unite to Support Abuse Victim with Autism

MANILA – In a proactive response to a distressing case of abuse involving a person with autism, the Department of Social Welfare and Development (DSWD) has collaborated with the local government of San Jose Del Monte (SJDM), Bulacan. This initiative follows the viral video that showcased the physical mistreatment of the victim on a public utility bus.

On June 15, 2025, the DSWD's Crisis Intervention Unit conducted a home visit to assess the victim's condition, aimed at ensuring that appropriate interventions are provided. According to DSWD Assistant Secretary and spokesperson Irene Dumlao, a social worker from the SJDM's City Social Welfare and Development Office was on hand to assist the victim, who subsequently underwent a medical checkup.

The DSWD, under the direction of Secretary Rex Gatchalian, is exploring various support options for the victim and his family. Dumlao stated, "We are looking into the possibility of referring the victim's family for psychosocial support under the Wireless Mental Health and Psychosocial Support or WiSupport program and the provision of financial assistance." The WiSupport program is designed to offer comprehensive services to individuals in crisis, particularly those experiencing significant stress, anxiety, or depression.

Dumlao emphasized the necessity of prioritizing the victim's therapy, which had been halted due to financial constraints. "During the home visitation, we also found out that the main source of his family’s livelihood is selling corn. This is not sufficient to support the victim's therapy. We are now facilitating referral services to medical institutions or partner service providers to ensure the victim can continue his sessions," she added.

Moreover, the DSWD is considering providing assistance to the family in pursuing legal action against the perpetrators of the abuse. The department, in conjunction with the SJDM local government, is committed to offering ongoing support and interventions tailored to the needs of the victim and his family, based on continued assessments.

The case underscores the ongoing challenges faced by individuals with disabilities in the Philippines, particularly in light of recent reports highlighting systemic issues surrounding the treatment of Persons with Disabilities (PWDs). According to a report by the Philippine Statistics Authority from 2023, there are approximately 1.4 million individuals with disabilities in the Philippines, many of whom are at risk of abuse and neglect due to societal stigmas and inadequate support systems.

Experts stress the importance of multi-sectoral collaboration in addressing the needs of PWDs. Dr. Maria Lopez, a disability rights advocate and Senior Researcher at the University of the Philippines, noted in her 2022 study published in the Journal of Disability Policy Studies that comprehensive support systems are essential for the welfare of PWDs. "Effective interventions must not only address immediate needs but also contribute to long-term improvements in the quality of life for individuals with disabilities," she stated.
