Furthermore, the Australian Health Practitioner Regulation Agency (AHPRA) currently regulates only registered healthcare practitioners, leaving unregistered providers like Farrelly outside their purview.

The HCCC's investigation into Farrelly extended over a year, involving the analysis of business records and clinical software from his clinics.
